Elise is a Physical Fire DPS with the unique utility of having both DEF shred and MRES shred. She also has the niche of being an SP neutral DPS. Her excellent utility is definitely worth taking advantage of.

Strengths and Weaknesses
+Elise is a decent DPS with a pretty decent pattern. She is also SP neutral with different rotations based on her invested costumes.
+Elise has a 100% uptime shred, and the only one to do so with skip targeting. She is also the only unit with omni-shred.
-Outclassed by Liatris in terms of raw DMG and AoE.
-Omni-shred is in practice pretty niche for most players given that your team is typically either physical or magic, and not mixed. Having only either DEF or MRES shred is usually just as good.
-Elise's specialty as an SP neutral/positive DPS is currently only relevant in min-maxing Fiend Hunt.
Costumes
Elise currently has 2 costumes. Lovely Lady is an omni-shred ability with full uptime after potentials (or +5), while Code Name O is an SP neutral (positive after upgrades) nuke that can be spammed every turn.

Lovely Lady is recruitable in the pub's rotating pool.
This costume has decent damage and really good utility, having 50% shred for both DEF and MRES, while also being skip . There are definitely cases where Kry or Samay are better due to their very front targeting, or Rubia due her larger AoE, but Elise's utility is already really good at +0 without potentials, compared to Rubia who needs to unlock all three for 45% shred.
Elise's omni-shred isn't crazy impactful compared to single type shreds, however, since you typically only need either DEF shred or MRES shred in a given fight. The only case where this might be relevant is in multi team Fiend Hunt strategies where you use a physical team for team 1 and a magic team for team 2.
Elise's potentials are really helpful QoLs. Skill potential 2 puts her SP cost in line with Kry and Samay, and +3 lowers it further to 3SP. Skill potential 3 makes her shred have full uptime if she's not at +5 (which is the case for most players).
Lovely Lady +5's duration increase on her shred enables a new rotation for Elise (explained in the next section) and saves a lot of SP in longer combat.
Key Upgrades: Skill Potential 2 and 3, Designs +3 and +5, others are nice to have.

This costume is a decent nuke costume, though she needs a dupe or two to start seeing the damage. What makes this costume unique is that it is SP neutral at +0! With skill potential 2, this skill gets a 1 turn cooldown, making it usable every turn, and with skill potential 2 and +3, she starts becoming SP positive, making her very good in longer combat.
If Lovely Lady is +5, she can use the following rotation: Lovely Lady → Code Name O → Code Name O. This rotation uses 1 net SP, and -1 net SP if Code Name O is +3.
The biggest problem with this costume however is its AoE. It's way worse than Liatris's , who is also really good in longer combat, so Code Name O is mostly good for boss killing. Does that mean Elise is not worth using as a DPS over Liatris? For now, yes. Elise would excel in multi wave content, but that just doesn't exist right now.
Key Upgrades: Skill Potential 2 and 3, Design +3, others are good for damage.

This exclusive body piece is a good stat stick on Elise, fixing her lower-than-average base ATK and making her damage roughly equivalent to Rubia's. However, this EX gear locks her into building DEF, which is not ideal against PvE content full of magic enemies.
